Cigar lighter (power outlet) fuses in the Jeep Liberty are the fuses #3 (Cigar Lighter) and #16 (Rear Power Outlet) in the Instrument panel fuse box.
There are two fuse boxes in the Jeep Liberty/Cherokee KJ:
